While I cannot offer help myself, many of the music and art pieces here on newgrounds are 100% free and accessible for use (especially non commercial ones). In addition you can find some free sound effects online (just make sure they are royalty free and are not too common) although you can totally just open audacity and record your own.
Finally for BGs you can always go with more abstract ideas such as photobashing or pixel art or just swirls if you don't have what you need.
